1. Purpose of Job

The Head of Service for Special Educational Needs and Disabilities (SEND) is a strategic leadership role within Darlington College, responsible for shaping and delivering high-quality support services for learners with additional needs. The postholder will work closely with the Executive Team to ensure excellence in service delivery, student satisfaction, and financial sustainability. This includes oversight of Additional Learning Support (ALS) operations, effective use of data to inform decision-making, and strategic planning for continuous improvement. The role requires deep expertise in SEND and high needs provision, including exam concessions, curriculum adaptation, and transition planning.

2. Principle Accountabilities

· Be the outward facing lead who liaises with external local authorities and stakeholders in relation to strategic SEND planning, the statutory EHCP consultation process and related High Needs funding negotiations.

· Lead innovation and change within ALS to ensure effective, value-driven services for students.

· Provide visible and effective corporate leadership, embodying Darlington College’s core values.

· Present regular performance reports to the Executive Board, CMG, and Governors, using data analysis to support strategic decisions.

· Set and monitor performance targets and standards, implementing corrective actions as needed.

· Ensure compliance with relevant legislation and regulations including the SEND Code of Practice, statutory processes and the Equality Act 2010, updating stakeholders on changes in a timely manner.

· Foster a positive, inclusive working environment that supports staff and students to thrive.

3. Key Responsibilities

· Directly manage the ALS Team Manager and Specific Learning Difficulty (SpLD) team.

· Manage the EHCP consultation process and High Needs funding and negotiate income with local authorities.

· Support and train staff to ensure high standards in delivering ALS services, ensuring they are knowledgeable about the full range of additional learning support needs.

· Oversee ALS operations, incorporating stakeholder feedback for continuous improvement.

· Ensure effective collaboration between ALS and Curriculum teams.

· Drive process improvements using technology and LEAN principles; report regularly to senior leadership.

· Evaluate teaching and support strategies for learners with additional needs through self-assessment.

· Collaborate with Quality and CPD teams to deliver impactful professional development for the college (including inclusion, and adaptations for successful learning).

· Manage smooth transitions for learners from school to college, including familiarisation activities.

· Advise curriculum teams on ALS strategy and planning.

· Promote mental health and well-being initiatives.

· Manage associated pay and non-pay budgets effectively.

· Strengthen links with external providers and promote best practice internally.

· Represent the College at external meetings and events.

· Monitor service performance against standards and drive sustainable improvements.

· Ensure services are equitable, responsive, and inclusive.

· Conduct service reviews and produce self-assessment reports and improvement plans.

· Participate in cross-college and external forums as required.

· Design and deliver training sessions as needed.

· Comply with all College policies, procedures, and quality assurance systems.

· Undertake duties as required by the Corporation, commensurate with the grade of the post.

· Champion equity and remove barriers to learning for all students.
